It happens with every name I try. If a census is in place, and I try to interrupt it with a /who, it works...and then the census program seems to be stuck on that same person forever (until I log). What's goin on? =)

Is there any way to rank guilds based purely on number of players without levels being included, too?

Isn't US CST GMT -6, not +6...?

It seems to be that new data is added all the time, but right now it's behind, and so it's working on things that are around 48 hours old before it gets to newer data.

Given that he has the Longhorns mentioned on his front page, I'm going to venture a guess that he's in the Central US time zone, GMT -6.

And just looking at it...it only tells you when the last update file was uploaded, not when he last included it into the database, if that makes sense.
