Won't that mean the census runs continuously? I currently have set the timer to 15 mins (i.e. when it finishes one census, I want it to wait 15 mins before starting another one).

I'm having a problem taking a census in-game. The mod will take a census when I have the mod window open, but the census pauses whenever the window is closed.
