Is it possible

to scan my guild and update census so it removes the people I don't list in my scan? cause My guild doesnt have 94 members we only got about 40

If you use the latest version (2.3), view your guild panel, exit the game and upload your data file, it should correct your guild membership. Please let me know if it doesn't do this.
