Extremely small uploads

I did some looking around for this but I didn't find anything on it.

I'm using the most recent version of Census+ (v3.0 I believe), and have it set to scan automatically. Since 10/16, from a complete purge of the database, it'll find roughly 800 characters online. When I upload that file, it'll show only 10 characters updated. Before 10/16 it would show 1,000+ updates.

Is this a change in the way the info is being displayed? Is it not uploading the full file? Help me out, please.

FYI an "update" is counted as a character that was showing (example) level 20 and you run census and see him at lvl 21. When you upload the information, if the information is more up to date thatn what's already been reported, then that constitutes an update, not a local file "new" character.
