I've been looking for about an hour now...
Found a few realms with high population of 12k+. But when I check activity it's only about 1k daily..
I don't know if it's been asked before, but does anyone have a good idea? Because i can't be bothered to go through every single EU PvP realm.
I'm looking for high pop and high activity that doesn't have any lag issues. Balanced faction numbers would be desired.

12k is a low population server and you want to look for servers with at least 20k to 30k.

In the last column is Overall you want to sort using that column. Looking at the list Ragnaros (Great Britain English) is the largest PvP server for EU and it close as WoW gets to balanced.
Here also is the servers graphs and not too bad. Also note the server scanned by the EU members a lot also. So these numbers are what you should expect. Blizzard has noted a large drop in players so with that in mind you want the largest server you can find.

Now latency is determined by a large number of factors. So no way to know 100% what each case will have. Will not name all since it gets complex but the big ones are connection type and distance. Lowest to highest latency for the main types:
Low - Fiber Optic
Low - Adsl 1 also called DSL
Low - Cable
Low - Adsl 2 also called DSL
High - Satellite
High - Dialup
