Low level characters are being snubbed by Blizzard.
About a week ago Blizzard started pushing a hot-fix out to their servers which stopped them from responding to /who requests for the levels 1-19.

This has only been a single twitter comment

to acknowledge the action, but not the reason.

Having thrown the baby out with the bath water... I expect this will get changed again.
Otherwise they are leaving a very bad impression for beginning players.

So does this mean that Census is no longer counting players below level 20?

that is correct CensusPlus queries the server.. and Blizzard currently is returning no data for the level range 1-19.

If you happen to click on or mouse over a level 1-19 character then that character is counted.. since that doesn't require a response from the server.

as soon as you see the info in the tooltip or nameplate.. it is recorded..

so sweeping over a group will get them all.. if your client displays the names.
