How is connected realms-list populated?

I noticed on a census run, that there was only 4 realms in the list, even though there is 5 realms in that cluster..

However, when the census had completed (maybe earlier, I was vacuuming the house, do didn't Watch it closely), the 5th realm was there..

Thanx to auto-census, leaving the game unattended, it started a new census..
5th realm was missing again (in the list in chat-window). I stopped the census, this time.

As I understand it, it's populated by characters it actually sees in the census, so my guess is the first few queries didn't pick anyone up from the fifth realm, but characters from that one were picked up further down the line. Probably that particular realm is really low pop and doesn't have many/any 100s online but there's some lowbies around!

That cannot be the explanation... Or atleast not the only explanation.

I just did a census on Hakkar-realm (with 4 other realms too) and Hakkar was in the list from the beginning, even though not a single toon from that realm was found...
My census-toon was there, however, so that might have been the reason it was in the list anyway..

You are both right..
The realm you log in on is the first realm listed.. even if you are the only one there.
The other realms show up when a /who request returns a character with another realm connected to the character name.

edit: Oh also if you abort a census run you will get the seen x new and zero.
The second number isn't calculated until the census run finishes all they way from Max-max to 100-1 your character.
