warcraft realms doesn't seem to accept classic realm data uploads, and the website mentioned in the addon (wowclassicpopulation.com) seems to be down - is there somewhere else to provide the gathered data? Or the project has been abandoned?

That addon was made by a third party author and not part of WarcraftRealms. The real CensusPlus has a classic version in the works, but the site is not ready to handle the data. Once the classic version releases, you'll have to wait. Make sure to copy and clear the data file occasionally to prevent it from getting too large.
