the time -- is that in EST, CST, or PST? I'd like to submit some census samples to coordinate w/ a census sample from the opposite side, to firm up the ratio info.

Could you notate the time zone below the graph, please?

I read the info at the top of the graph that informed me that the time was in-game time, so that's in the timezone that the server is set in. thx.

Btw, does it read the time from the server you are logged on to or when you play an instance would it read the time of the instance server?

The times should be the same no matter where you are playing on that realm (instance or not). If you are seeing Instance times differing from other world area times, then you should let Blizzard know as that would be a bug.

I wouldn't notice it playing really, reason I ask is that Blizzard doesn't seem to have server management entirely in hand and I know from experience that time synchronization is something often not done correctly or at all.

And actually something I hadn't thought of until today was that back in beta, they would sometimes have problems with game time being wrong. With game time even differing between regions of a single zone.

Hopefully this isn't happening anymore, and when I add in some sanity checks, if these do still occur, they will be caught and removed.
