player's world location

Not that I have something against my southern cousins, but we're so few up here in Canada (10X less than in the USA) so we tend to like to get together.

My question is: Would it be possible in any way to create a tool that would scan player's location (by IP adress for example). It would make it easy for someone who would like to invite other canadians in joining a guild.

I don't see how since I don't know if you could ping off a player in game, but I may be wrong. It would almost be better to post in the realm forums looking for Canadians to join guild.
