Think there might be a small hiccup here; yesterday I saw EU-Arathor was on the most wanted list with zero submissions on both sides, so I made a character on alliance and did a couple of censuses on it... today it has 356 submissions listed on alliance side. 

Okay, I thought that '356 submissions' meant '356 uploads of a CensusPlus.lua file'.
If someone can hoard their submissions and then upload a huge file and have it count as more than one submission, what is the 356 actually counting? The number of times they ran C+ during that period? Something else entirely?

Hmm, definitely something up here: EU-Vek'nilash is currently showing as zero entries on both sides, when I know I've run some Alliance censuses there in the last few days. Same for EU-Deathwing.
I'm observing that whenever a server shows as zero entries, it shows as that on both sides (currently three EU servers show as having zero entries, all three show as zero on both Horde and Alliance - when I looked the other day it was a different four servers also showing zero for both sides); perhaps there's some hiccup where if a server has zero on one side, it thinks both sides have zero?

Still getting this one; all the servers with zero submissions on one side are showing on the most wanted list for both sides, also the numbers of submissions on the server page are missing on those servers.
Luckily you can use the relative populations to figure out which side really needs a census, as the side with 100% population is probably alright, but it still makes the most wanted list look even worse than it really is (WTB more mass censusers in EU please, even with 2 accounts I'm not making any real inroads

Although you seem to have also unearthed a whole bunch more with zero entries, the list has almost doubled in size! I'm really not sure http://www.warcraftrealms.com/census.php?serverid=198 can have gone two years without any submissions, maybe some new hiccup there?
Also looking at the new zero submission servers http://www.warcraftrealms.com/census.php?serverid=357 says its last submissions were very recently, but has no characters at all listed... could be some others like that as well.

As for the Cho'gall example. the problem here is something I should look into as well. If someone supplies data that has ANY information for a server, even if it is very old, it will still mark it as an update. But since it is possible the data does not contain any current data, it does not add any entries.

Ahh, that makes sense... how come a load just newly appeared on the most wanted list without having been there before though? I'm sure Cho'gall wasn't, or if it was, only one side, not both.
I'm wondering if there's some more rename issues btw as I can't find servers named either Talnir or Pr?ximamente on my server list, but both are newly appeared on most wanted... there's a Talnivarr, but nothing even remotely close to the other one.
