This site needs some minor work to allow the following:
Uploads current version... all is happy
Uploads for current major.minor version .. all is accepted.. remind about newer version of CensusPlus .. mostly happy
Uploads not at least minimum acceptable version .. oh so sad, no accept!
Besides just modifying a few text areas.. I think I need to make a change in one of the system libraries.. to add a new function call... so I don't screw up other areas on the site.
