Account deactivation/re-activation bug

A very rare condition.. I think I have seen this happen 3 times during the past 12 months.

If like with an account starting with KILL.....
you have forgotten your password and have also moved to a new email account....
your account may have been wiped after my failing to find your records before the automatic clean out process hit.

If like with that account starting with KILL....
you find your account now gone..
Please just start a new account... you can use the same account name.

In fact if you do re-start that account using the same name that starts with KILL....
you will reattach the record that indicated an upload of 1945 characters back in March of 2007.

After much code tracing and false starts, I have finally found and fixed the code.
It now provides the forum administrator the same information as a new account start.
Which should help prevent account hijacking and other malicious activities.
