I am not really seeing anything wrong with the information. Maybe I am not understanding what you think is wrong.
Activity ratio and A:H ratio are two completely different bits of data.
Activity ratio is how many alliance to horde are playing at any given hour. lets say at 8pm 2000 alliance are playing and only 980 horde are playing. So the activity ratio would be 2.0:1 (roughly)
Alliance to Horde ratio is how many alliance characters have been created and seen by the census as opposed to how many Horde characters. If there are 10k alliance on the server and only 7k horde the A:H ratio would be 1.4:1
A server can have 10k alliance and only 7K horde but have an activity ratio of 1:1.9 It doesn't matter how many horde are on there, just matters how many are actually logging on the game.

Was due to a slight difference in the way they were calculated. On the activity page, if one of the hourly entries for either faction was 0, then the other was also tossed out. I've changed it so that they both use the same calculation method to provide consistent results.
