Guild force out?

Well I saw that the GM had ressurected the guild and let everyone ginvite. I hopped on my alt (iawlpewpew) and joined in the fun. Thing is that I censused and uploaded, and it did update the new players, but it didn't force out the old players that aren't in the guild anymore

Is it processed in a way where the guild snapshot is taken as a true indication of who is in a guild, un-tagging players that do not show up, or does it just ensure that the players in the guild roster are associated with the guild?
