Brazil realm times wrong.

Just realized we have the realm times or the Brazilian servers incorrect.

Currently they are listed as GMT-6 aka CST
but in game checking of most realms.. show they are GMT-5 aka EST
Note: database only encodes standard time.. not any summer time shifts.

unless someone shows me I am wrong on this...
I will be updating the UTCoffsets to show the correct time on the stats page

The fix is needed for the new proposed mostwanted_by_hour page.

and further investigation shows the Australian realms are also set for the wrong time..
unlike the other time zones these are set for summer time.

I have reset the Oceanic (Australian) to standard time of GMT+10

Further checking of Brazilian servers showed that I was not fully correct.
I have realized that they are at GMT-3 where they really should be.. aka BRT Brazilia time.

The five Brazilian realms have been updated

Edit: US-Server & EU-Server pages updated to handle the new Timezones.
