[EU] Need info about RP-PVP realms - Where to create guild.

Hello 
Me and one friend decided to create one guild when Wrath of the Lich king launches. We are aiming for PvE end gaming and we got the requiered experience to do it.
However we also decided to move from our server because of many reasons. We are currently thinking to move on one RP-PvP server since we love rpging and we would love to try something new. However I am afraid that since it is a RP-PvP server people there spend more time rpging than raiding so it wouldn't benefit us creating a guild in such a server?
Maybe some knows if it is a good idea to create a guild there? And if yes could you name an EU RP-PvP server where you know people are PvE active, there are plenty tanks and healers (at least in comparison to other servers) for Alliance?
