Update.
I just saw that i did not have the latest CensusPlus 3.02
The error is not pressent in that version.

I have a conflict between CensusPlus 3.0 and TitanPanel and QuestHistory.

I do not have much knowledge of LUA, so i dont know whether it is CensusPlus, TitanPanel or QuestHistory that is the course of the error.

I get a Interface\FrameXML\UIPanelTemplates.lua:7:
attempt to index local 'frame' (a nil value)

Tho the screen shows me with more addons loaded, i have reproduced the error with only CensusPlus and either TitanPanel or QuestHistory enabled.

CensusPlus and TitanPanel = error
CensusPlus and QuestHistory = error
TitanPanel and QuestHistory = no error
CensusPlus and TitanPanel and QuestHistory = error

I will post this message to the two other addons as well.

I get this same error with _just_ censusplus and _no_ other addons loaded.
