I noticed that occasionally when Census is doing its thing, the server seems to have come back with the answer to the /who Census sent out, but Census doesn't register it and keeps "waiting to submit request" 3x before moving on.
I also find this happens when there are a small enough number of players that the 'who' response comes back with the actual player names and information instead of the standard "processing x characters"
I have been logging into the New servers throughout the day to take Census updates for submission, and its these servers I'm seeing it on because there aren't any players over lvl 40 yet.
