known issues with CensusPlus 6.3.1

A fix to CensusPlus a number of versions ago introduced a minor annoyance error.

Your Character specific options have been getting reset with each update.

A fixed has been made so these options are only purged using the same criteria as the main settings/database purge on major functional changes.

These problem since it is already out in the wild (as it were) isn't a big enough problem to force a new update.
It has been corrected and will be in effect when the next update does go out.
