Skip low levels?

Could there be a setting to make the in game Census+ not collect, or at least not show info on characters under level 10 (or even better, a custom number)? Anytime a server goes down or something any server that's up gets flooded with newbie chars that skew all the census numbers and graphs. Limiting collecting characters to under level 10 would greatly reduce that and make the numbers collected more reliable and would require far less database purging on our end of things.
