Clickable upload?

For Census+, would it be possible to create a desktop icon that, when it is double-clicked, the realm stats are uploaded automatically?

THere have been some scripts floating about, but not sure if they are windows compatible. I don't think I'll ever do an exe to upload as I just don't think it would get enough usage.
