They are seen as the original character and the progression is not viewed or documented. An example is my character, Dispel. She is currently a level 26 female Undead Mage on the server Skullcrusher.
I have rerolled twice now; Horde to Alliance to Horde. I have had three Mages on the server named Dispel and currently have one right now. Dispel, a level 70 female Human Mage, Dispel, a level 60 female Undead Mage, and Dispel, a level 26 female Undead Mage.
I see this as a problem if I were to delete my characters and deactivate my account, and then someone comes along and makes a character named Dispel. They would level up while a census could be taken and they'd be displayed as my character.
If you don't believe me check my WC profile. Here's a link or just search for Dispel on the server Skullcrusher (race is Undead).
I would suggest adding another character of the same name to the database but with a blank progression until she/he levels or joins a guild. From there on, WC can document such information under a DIFFERENT character and not a character that was previously made and deleted.
I'd hope that this isn't the first time this has happened. =\
Edit: When you check my profile, check the guild's that I was in. Right now I'm in Aphotic. It is not documented or shown in that profile yet the ARMORY link is linked to my armory profile of my level 26 female Undead Mage, Dispel FROM my deleted level 60 female Undead Mage, Dispel.
Hopefully someone will see this. x.x And I thought all of my data being collected from Skullcrusher was actually helping me as well instead of just everyone else on Skullcrusher. =\ T.T!

There are currently some checks in place when it comes to people having the same name on a server, and how WCR updates its profile or makes a new one.
When WCR comes across a name previously in the database it checks several things, one of them is the race and class. If those are changed then a new profile is made. If the level were to be lower than what the database had then the database doesn't change that profile it just ignores it. If the level were to be higher then yes it will change and update the existing profile.
Your situation is a common one I bet and I'm sure will cause alot of database nightmares for Rollie here and maybe even for Blizzard
I'm not sure what Rollie can do for you... maybe he can delete that old profile from your 60 undead mage, and perhaps just start you off from lvl 26 or whatever.... Your 1-25 data is most likely lost.

I already miss my deleted characters Alliance and Horde alike. T.T Don't delete them! T.T! xD! Although, x.x... I would love to have another character created for my current Mage. x.x...
