Neither Blizzard nor their ISP (AT&T, press release about it some time before game went live, has not been mentioned since) will give you any specifics about where a server is physically hosted. From some remarks during the first couple of weeks disaster there are basically two server locations with the servers divided into additional logical partitions (either several server rooms or just on different network segments). One of the two locations is in California, the other one on the east coast, no specific location has been given for the other one but Virginia is not only a logical choice due to the network hubs there but would also fit with a few stray remarks about bad weather that supposedly caused problems during the first few weeks.
No, from what Blizzard techs said initially and judging from what happened with initial emergency maintenance and what servers where brought down together there are two physical hosting facilities used, one for PST/MST servers and one for CST/EST ones. The second batch of servers for CST/EST are in the same facility but behind another main switch, after those they got a lot better at not saying anything at all that could keep users informed about what was going on.
The only way to know is to try it. If you know something about networks you may want to do a traceroute to the server and check out how much of the lag is actually network latency and if there is a major difference from your connection point to the internet. In some cases two people living in the same town but using different providers have huge differences in ping times due to how their providers network is designed.
